Senior Manager, Health, Safety & Environmental (HSE)
We are seeking an experienced Senior Manager, Health, Safety & Environmental (HSE) to lead and continuously improve safety performance across natural gas distribution and underground utility construction operations. This leadership role partners closely with Operations to drive a proactive safety culture, ensure regulatory compliance, and support safe, efficient project execution across multiple locations.
Key Responsibilities:
- Lead company-wide HSE programs supporting natural gas distribution and underground utility construction.
- Ensure compliance with OSHA, DOT, PHMSA, EPA, and client safety requirements.
- Oversee the company's CORE Safety Program, behavioral safety initiatives, and leading indicator programs.
- Manage the KPA Safety Management System, including incident reporting, inspections, corrective actions, training compliance, and analytics.
- Develop and deliver safety training, weekly Toolbox Talks, Job Safety Analyses (JSAs), and leadership coaching.
- Conduct field audits, project safety inspections, and operational risk assessments.
- Lead investigations involving injuries, vehicle incidents, utility damages, and environmental events while implementing corrective actions.
- Analyze safety metrics, identify trends, and provide executive leadership with actionable recommendations.
- Mentor Regional Safety Managers and field safety personnel while promoting continuous improvement throughout the organization.
- Partner with Operations to reduce incidents, improve compliance, and strengthen employee engagement.
Qualifications:
- Bachelor's degree in Safety, Environmental Health, Construction Management, Engineering, or a related field preferred.
- 10+ years of progressive HSE leadership experience, with at least 5 years supporting natural gas distribution, pipeline, or underground utility construction.
- Strong knowledge of OSHA, DOT, PHMSA, EPA, and utility safety regulations.
- Experience administering KPA Safety Management Systems, CORE safety programs, and behavioral-based safety initiatives.
- Demonstrated experience developing safety training, facilitating Toolbox Talks, conducting field audits, and leading incident investigations.
- Strong leadership, communication, coaching, and analytical skills.
Preferred Certifications:
- CSP, ASP, CUSP, CHST, or STSC
- OSHA 500/510
- HAZWOPER
- First Aid/CPR Instructor
- Incident Investigation or Root Cause Analysis certification
